r LZJ Dr. Ann Garrett New Director Ann Garrett, a journalism instructor at WSC, was appointed Director of Information at Wednesday morning's Institutional Council meeting. "I'm extremely pleased with the new job," Garrett said. "I'll still be teaching a class next year to keep in touch with the students. Ann Garrett is the journalism teacher in the Department of Communications at Weber State College. Garrett, a native of Utah, graduated from the University of Utah in English and Journalism. Before coming to WSC this year, Garrett had been involved in many areas of graphic arts and journalism. While at Westminster Garrett taught journalism and served as Director of Cooperative Education. From Westminster she came to Weber State, and began instructing journalism students this fall. According to a source within the College Development office, the reason for the addition of Garrett as a new staff member is that Dean Hurst will be handling fund raising and College Development exclusively now. Council member Frank Francis commended the board's actions stating that he thought the board had done well to choose a faculty member already acquainted with WSC. vx v ,- : .V r v. - A -fr '." Council okays parking scheme, Safety funds, new executive job ai weanesaay mornings Institutional Council meeting, council members approved a new executive position, created a new position within the Administrative structure, appropriated $63,000 for building and safety and improvement and increased parking decals for the Weber State College Community. Elaine A. Jarrett, assistant to the vice-president under Administrative services, position was changed to read Assistant Vice President. Jarrett will be working under Dr. D. Parry Wilson. The other structural appointment was that of a new Director of Information, under the direction of Dean W. Hurst and that was given to Ann Garrett, Weber State Colleges journalism instructor. Board member Frank Francis, commended both women for their services to the community and told the Board that they had made a fine decision concerning these women. College president, Joseph L. Bishop reiterated Francis' statement and commented on Jarrett, publicly thanking her for the many hours work she has devoted to the college. The council also proposed that the annual charge for a parking decal for faculty, staff and' students for preferred designated y7 c i parking areas be increased from $6 per year to $15 per year for the first car in a family. The charge for a second decal in the same family would cost $30. It is proposed that the annual charge for a parking decal for all other campus parking areas would be increased from $6 to $7 per year for faculty, staff and students. The proposals were unanimously adopted by the council. Robert Folsom of Campus Planning stated that the changes are necessary to provide the needed increase in revenue to balance the proposed traffic-security budget. The current revenue is $45,000, the increase will up this figure to $57,000 for the upcoming fiscal year. Kyle Mattson stated that he could not take credit for the proposal. The Executive Council was commended for their study and hard work in helping to pass this bill. Studentbody president Kyle Mattson stated that he could not take credit for it, but rather the credit shall go to Student Services Vice President, Keith Wilkinson. Mattson stated that it was Wilkinson who did most of the work on this particular bill. The bill will become effective in September. r Mattson then was given the floor to report on progress reports for the Dee Events Center, Phase II of the Technical Education Building, the Library, along with the hilled water plant expansion. Mattson said that the Dee Events Center project is right on schedule and that the project is 57 percent completed, and the technical education project is 65 percent completed. He further stated that although the library has been through the dedication ceremony, there is still work to be done within the structure and told Board Members the project is 97 percent completed. The presidents report revealed today included governing recommendations for the student publications that were designed to improve the quality and governance of publications at this college as well as clarify responsibilities of all individuals and groups concerned with their preparation and distribution. The budget was also presented to board iiiciuuers and was voted upon by all the board members present, unanimously passing. The total figure of $15,839,326.00 will now be brought to the Board of Regents in their next meeting.

|Description||Weber's current student newspaper, the Signpost, first appeared on September 29, 1937. For two years prior to that time, campus news was disseminated via announcements posted on a bulletin board known as the "Signpost". As a result, the masthead of the first issue of the paper itself featured a rudimentary wooden sign with the title spelled out in rustic-looking letters. Over the years the paper has been published continuously, though the look, size and style has changed several times.|
