Ambassador McBride has asked me to reply to your letter of December 8 concerning his speech on October 12 in Acapulco, and the official Government of Mexico statement released subsequently.

Dear Mr. Smith Thank you kindly for the copy of ambassader McBrides speech in Acapulco last October. The official Mexican government reply and statement of Oct 14 (undersecretary Jose Sainz) has proved most helpful in evaluating reception of companies interested in mining. The track record for mineral expansion and major mining investments is really poor. Lic. Sainz' speech is obviously not designed to encourage or attract investment - except on Mexico's terms.
